Who counts as the recipient
Carriers consider “delivered” when the parcel is left with: you, a neighbour, the building doorman, a family member, a pickup point, a parcel locker, or “left in a safe place” per your instructions.
Proof of delivery
Most carriers capture a signature, photo or GPS point. If your delivery shows a POD, request it from the carrier — it settles most disputes instantly.
If it's really missing
Report to the seller within their claim window (usually 30–90 days from shipping). On marketplaces (AliExpress, Amazon, Temu) open the dispute from the order page — refunds are common for lost deliveries.
